└─► Track 2 (Carr): Narrative Insulation (Weaponizes License Threats Against Broadcasters)

Comparative progression of systemic authority-accountability failure between Executive/OMB architect Russell Vought (Track 1) and Regulatory/FCC architect Brendan Carr (Track 2). Both trajectories originate in elevated Stage A identity claims (divine governance vs. speech deregulation) and progress through Stage B statutory and covenantal obligation repudiations (rejection of safety nets/Deut. 24:14 vs. circumvention of 47 U.S.C. § 326). In response to Stage C empirical harm realizations and Stage D investigative and satirical dialectical pressure, the failure mechanisms diverge at Stage E: Track 1 demonstrates Outcome Ownership Avoidance via material budget redirection ($600M luxury ballroom transfer), whereas Track 2 demonstrates Narrative Insulation via institutional speech suppression (threatening revocation of broadcast licenses for critical networks).

Executive Abstract

This empirical case study evaluates two primary Project 2025 architects—Russell Vought (Executive/OMB) and Brendan Carr (Regulatory/FCC)—through the 5-stage JROspace ABCDE Model.1 Russell Vought demonstrates fiscal material accountability failure (Stage C Outcome Ownership Avoidance) by executing VA healthcare cuts while approving a $600M White House luxury ballroom transfer. Brendan Carr demonstrates epistemic narrative collapse prevention (Stage E) by weaponizing regulatory power to suppress satire, pressure news networks (CBS, ABC, CNN), and threaten broadcast license revocations.2

1. Case Study 1: Russell Vought (Executive & Fiscal Inversion)

Stage A (Identity Claim): Proclaims 'laws come from God' and advocates for faith-aligned governance.3 Stage B (Obligation Rejection): Rejects statutory duties to protect workers (Deut 24:14) and care for the needy by proposing safety net cuts.4 Stage C & D (Outcome Ownership Avoidance & Pressure): When confronted by ProPublica and AOL News with data on veteran care wait times and child poverty, Vought refused institutional responsibility while transferring $600M to a White House ballroom.5

2. Case Study 2: Brendan Carr (Regulatory & Epistemic Speech Suppression)

Stage A (Identity Claim): Authors Project 2025 Chapter 28 (FCC), claiming to 'promote free speech' and curb Big Tech.6

Stage B & C (Obligation Rejection & Harm Avoidance): Rejects Communications Act Sec 326 censorship limits, permitting media consolidation (Sinclair, Nexstar) while targeting critical journalism.7

Stage D & E (Accountability Pressure & Collapse Prevention): When confronted by political satire (Jimmy Kimmel) and critical news coverage, Carr threatened broadcast license revocations for ABC, CBS, NBC, and PBS—executing Stage E narrative insulation to destroy dialectical checks.8

Table E1. Comparative Trajectories of Systemic Authority-Accountability Failure Under the JROspace ABCDE Model

Caption: Dual-track comparative analysis contrasting the operationalization of authority without accountability across Executive and Regulatory domains. Track 1 (Executive/OMB architect Russell Vought) illustrates a material/fiscal inversion path: beginning with divine governance identity claims (Stage A), repudiating biblical and statutory welfare mandates (Stage B; Deut. 24:14, Ps. 82:3), producing systemic safety net harms (Stage C), and evading accountability pressure (Stage D) through fiscal misdirection and outcome ownership avoidance via luxury capital transfers (Stage E). Track 2 (Regulatory/FCC architect Brendan Carr) illustrates an epistemic speech suppression path: establishing authority under the guise of free speech promotion (Stage A), dismantling statutory anti-censorship protections and ownership caps (Stage B; 47 U.S.C. § 326), inflicting journalism layoffs and media consolidation (Stage C), and insulating the narrative against dialectical satire and reporting (Stage D) by threatening broadcast license revocations for critical news organizations (Stage E).

How does institutional authority systematically evade accountability? In this video, we break down the JRO-Space ABCDE Model, a 5-stage framework detailing how powerful actors move from foundational assertions to total detachment from objective reality. Using examples like Christian nationalism, we explore how systems reject basic duties, protect their identity over truth, and deploy extreme survival maneuvers when confronted by real-world facts.
